Northern Regional Release Paths
Northern Regional Jail and Correctional Facility is not a Wetzel County Sheriff-operated jail. The West Virginia Division of Corrections and Rehabilitation operates the combined complex in Moundsville. It serves Wetzel as well as Brooke, Hancock, Marshall, Ohio, and Tyler counties. That arrangement shifts the custody record to Northern and WVDCR even when the arrest, charge, and court case began in Wetzel County.
Departure from Northern can have several meanings. A pretrial detainee may leave after bond is posted or a case is dismissed. A county-sentenced person may complete time served. Someone can move from the regional-jail side into sentenced state custody, transfer to another DCR location, enter federal or immigration custody, or die in custody. Parole is conditional release from a prison term, while probation is court-ordered supervision. Neither term should be substituted for the other.

Confirm Northern Regional Releases
Begin at the WVDCR Offender Search gateway. Choose the jail search for a person last known to be on Northern's regional-jail side. Record the full name, identifier, facility, status, and update context shown. Then return to the gateway and run the separate prison search. That second search is vital because leaving the jail result may reflect entry into the correctional population, not release.
- Use the exact name and any known offender identifier in the jail search. Do not merge records based on a name alone.
- Run the prison search next. Read every status and date label literally.
- Check West Virginia VINE for the same person and agency-fed custody event.
- Review the Wetzel court docket and obtain the signed bond, disposition, sentence, or later order.
- Call Northern or request its existing release or transfer record when public screens do not resolve the event.
The official West Virginia VINE portal can add corroboration. An out-of-custody or released result is an event supplied by a participating agency, not the signed court authority or the facility's certified log. If VINE shows nothing, check the name and identifier, call its state line, and continue with both DCR systems. A missing result never proves release.

When calling, supply a full name, approximate admission or release date, known DCR or OID number, Wetzel County case number, and the last known custody class. Ask for the office that holds the existing booking, release-event, movement, or time-sheet record. Staff may limit what can be disclosed by phone, so a focused written request may be needed.
Request Northern Release Records
A historical Northern Regional release can remain in agency files after it vanishes from a public screen. Under the West Virginia Freedom of Information Act procedure, direct the request to the custodian and identify existing records with reasonable detail. WVDCR or Northern is the logical first recipient for facility custody data. The Wetzel Sheriff is the recipient only for an arrest or transport record that its office created.

Ask for electronic copies and a cost estimate. West Virginia law permits actual reproduction charges but bars search, retrieval, and man-hour fees under this provision. The public body must respond through one of the statutory paths as soon as practicable and within five days excluding weekends and legal holidays. That response period is not a promise that a large production will be complete by then. Exempt, sealed, juvenile, medical, victim, or security content may be withheld or redacted. Request segregable public fields instead of asking for an all-or-nothing file.

Wetzel Court Release Evidence
Northern supplies the physical custody event, while the Wetzel court file often supplies its legal cause. Magistrate Court may hold an initial appearance, misdemeanor disposition, or bond order. Circuit Court holds felony dispositions, sentences, jail-credit orders, probation terms, revocations, and later corrections within its jurisdiction. Search the court level tied to the case rather than assuming every Wetzel charge appears in one clerk's file.

The portal can identify a case and docket activity. Obtain the signed order from the proper clerk where exact terms matter, then compare its date with Northern's actual departure record.
A bond order permits release only when its terms are met. It does not prove posting, clearance of another hold, or the time Northern completed processing. Likewise, a dismissal in one matter does not settle another case. When the court record and facility record seem to conflict, keep the labels and timestamps from both and ask each custodian to clarify its own entry.
Northern Regional Release History
Northern opened in 1994. Its official name is unusually informative: it combines regional-jail and correctional functions in one state-operated complex. The site serves six Northern Panhandle counties, including Wetzel, even though it stands in Marshall County. This structure is why a sheriff page or a single jail search cannot answer every release question.
A person accused in Wetzel County can be processed through Northern's jail population. After sentence, that person might remain in the broader DCR system rather than walk out of the facility. A parole grant can also precede further DCR intake steps. Confirm the actual release event instead of using a hearing date, minimum date, or movement between classifications as a substitute.
The combined role also affects records. A regional booking sheet and release log answer different questions from a prison time sheet and final-release record. Request both categories when the person's path crossed from county detention into a state sentence. Northern Release Pickup Planning
Northern sits outside Wetzel County. A facility supplement dated April 8, 2024 describes a route of roughly 25 miles north on Route 2 from New Martinsville, followed by a turn at 12th Street in Moundsville. The same document listed Yellow Cab at 304-845-5151 and JCC transportation at 304-232-1313 when issued. It is a planning lead, not a current service promise.
Call Northern before travel. Ask only for public information about where pickup is permitted and whether release has been processed. Then call any provider to confirm availability, fare, hours, and whether it can serve the actual pickup point. The supplement does not establish a set release time, a family waiting area, or a guaranteed jail-door stop.
Release planning should also account for the legal destination. A person transferred to another DCR facility, ICE, or federal custody will not meet a community pickup. A person on parole or mandatory supervision may have reporting terms or an approved destination. The recorded release type and receiving-agency field, not an assumed exit plan, determine the next step.
