WVDCR Wetzel Release Routes

Northern Regional Jail and Correctional Facility serves Wetzel County and combines jail and correctional roles. Search WVDCR Prison Releases

For a person last held at Northern on a Wetzel matter, run the jail search first. Then run the prison search. A vanished jail result can reflect a move into sentenced custody.

The public search is a lead, not the whole file. A current record may supply an identifier and facility. A former record, if exposed, must be quoted by its exact status. WVDCR Release Date Labels
DCR Policy Directive 151.07 uses “minimum discharge/final release date” for the overall sentence computation recorded on the time sheet. The West Virginia Parole Board uses PED, meaning parole eligibility date. Conditional-release policy also uses minimum-discharge or final-release terminology. These labels answer different questions.

West Virginia Code §62-12-13a makes clear that the minimum of an indeterminate sentence is an eligibility date, not a right to release. A home plan, Board action, other holds, and DCR processing can affect what follows. Use the agency computation and actual event rather than calculating from a docket date alone.
Note: A future or minimum date can change and must not be reported as an accomplished release.
WVDCR Time Sheet Records
The time sheet is the central DCR sentence-computation record. A focused request should identify the person, DCR number if known, Wetzel sentencing county, case number, and relevant date range. Ask for public fields showing sentence commencement, court-awarded jail credit, concurrent or consecutive structure, PED, minimum-discharge or final-release date, and any forfeited or restored credit.

WVDCR Good Time Rules
West Virginia Code §15A-4-17 generally provides one day of good time for each eligible day physically incarcerated for qualifying adult DCR inmates, deducted from the maximum term. Presentence days actually credited by the sentencing court can count as the statute directs. Life sentences and other categories have exclusions and distinct rules.
No universal 85-percent rule describes this system. Credit can be forfeited for discipline and restored under law and policy. Consecutive terms are aggregated for good-time purposes. Some educational or meritorious provisions can add authorized credit. For specified offenses, accumulated time can be converted into mandatory post-release supervision, showing why leaving confinement and final sentence discharge can occur on different dates.
A responsible sequence starts with every sentencing order, adds court-awarded credit, applies the governing statute for the offense and sentence dates, accounts for revisions, and checks detainers and supervision. Only DCR's current time sheet is the agency computation. The later release event confirms what actually happened.
Note: Section 15A-4-17a creates a separate conditional-release system for a specified population ineligible for ordinary good time.
WVDCR Parole Release Evidence
The West Virginia Parole Board decides parole, while WVDCR Parole Services performs field supervision. The Board's monthly calendar or hearing listing does not prove release. A grant can include conditions and an approved plan. For a grant made while a person is at a regional jail, further DCR intake and fingerprinting may occur before physical departure.
Verify parole in layers: obtain the Board decision where accessible, check the DCR status, identify the serving Parole Services office, and obtain the actual DCR release event. Wetzel County is served by the Wheeling Parole Office in Northern District, Region 5. There is no verified public name-search for everyone supervised by that office.
Parole also does not automatically end after one year. Eligibility for discharge and actual Board discharge are distinct. West Virginia Code §62-12-18 governs discharge and contains a special minimum for a life-sentence parolee. Report “on parole,” “eligible for discharge,” and “discharged from parole” as separate facts.
Request WVDCR Release Records
A public screen may not preserve an older release. Send a narrow request for existing records under the West Virginia Freedom of Information Act. Ask for the final time sheet, release or discharge summary, release-event entry, movement history, public destination category, and relevant revisions. Specify Wetzel County and Northern when they are part of the record.
Request electronic delivery, segregation of public fields, and a cost estimate. The statute allows actual reproduction charges and bars search, retrieval, and man-hour fees under its general procedure. Northern opened in 1994 and serves six counties, including Wetzel. Its combined regional-jail and correctional functions create a local status trap. Someone can leave the jail classification while remaining in the same broader DCR system or moving to another state facility. A stand-alone county-jail search would miss that path.
Search both populations at every decision point. Then check VINE, the sentencing court, the time sheet, and the actual event. This locally specific sequence distinguishes a state commitment from bond, time served, parole, conditional release, or transfer to another sovereign.
Note: Northern's location in Marshall County does not change its official role serving Wetzel County cases.
WVDCR VINE Release Checks
West Virginia VINE adds a specific-person notification layer to DCR custody. The official state route allows a caller to obtain participating WVDCR custody information or register for automatic status-change notice. Northern is part of the regional-jail coverage relevant to Wetzel. Search by exact identity, compare the agency and facility, and keep the result tied to the matching DCR record.
A VINE released or out-of-custody event is not the complete DCR discharge file. Confirm it with the actual release entry and the Wetzel court order. Historic visibility is not guaranteed, and a missing person or missing alert is not release proof. Movement creates a distinct Wetzel risk. WVDCR says it does not make a notification call while an offender is being moved and resumes notice after arrival at the next facility. A person can therefore leave Northern's jail result, generate no immediate call, and later appear at another DCR site. Run the prison search and wait for the receiving-facility record rather than assuming community release.
Formal written victim notice and ordinary VINE registration are also separate. Eligible requests for written release or parole-hearing notice may require contact with DCR and the West Virginia Parole Board under the applicable statute.
